While I'm not experienced enough to say what you should go for, I can say that upload is what's most important for streaming.

Where I live the most expensive plan has a higher download speed but the upload speed is the same as the tier below. So there was no reason to go to the most expensive one.

I wholly agree, it shouldn't be that way and I think that those doing the accusing tend to cause way more harm to artists than good. Despite them seemingly trying to be on the side of artists.
