Multiple reasons. But one was they didn’t include any nuclear physicists or engineers in the talks, in sharp contrast to the intricately detailed Iran nuclear deal that worked.

It seems to me the easiest way to calm fears about crude oil would be for the US Navy to actually execute a safe escort of an oil tanker through the Strait of Hormuz.

That they haven't done this yet is a tell, IMO.
