OK, I see. The usual way was to install from a 'starter system' tape, and I see what looks like one on cbttape.org. Seems to me that it should be doable following the rel 6 sysgen manual on bitsavers? Gotta admit I've never tried it tho. Hope I've not just been nerd sniped lol

You've probably long since dropped this, but are you installing on an actual S/370? I mean, if you're running under emulation I expect you're aware there are pre-installed VM/370 systems available for Hercules?
