(the zeitgeist of the creation of designs and aesthetics, and of their creators, always matter, even if the target audience isn't quite the same culture as the creator)
(at the same time what're the odds of a japanese OR an american cartoonist making a character for a japanese series' licensed book for american children going "oh, take influence from lee falk's the phantom, nowadays mostly only cared for in australia and northern europe"?)
(side note as an example of that and on a personal note- I don't think sonic team could've designed surge, ironically because there's too many stock elements of japanese tropes in her- stuff I find appealing and foreign that to them is just common, right)
now, you can't fight your origins and zeitgeist, you're made of your surroundings. but I think being aware of this root and flow at least helps things be more harmonious! gets an approximation to a core going
and sure, I'm using classic focused examples, but it if anything kinda only got stronger once you hit modern, for the 2000s at least. sonic's always worked best when it's a japanese idea of american appeal, or at most, a foreign idea of japanese idea of american appeal
note my point here isnt necessarily one approach being better than the other- I certainly draw closer to that later disney, looney tunes vibe for personal work, I like the more elaborate shapes and anatomy- just how the japanese origin had a direct effect in the aesthetic choices
drawing of dr eggman from sonic 1, so looking very sketchy. a literal sphere for a torso, a simple dome for a head, with a face that's two simple circles for glasses, a vaguely flat round cone for a nose, and simple moustache ending on three tips on each side. he's got a red shirt and yellow collar triangles going down the torso, and then the bottom hemisphere of his torso is black and connects to simplified tubular legs with the slightest bit of taper on the top and bottom, leading to simple rounded flat cones for feet, making the same congruous piece of clothing with the pants. there's two buttons on the pants. the arms are also very simple- tubes tapering from a wider shoulder area to a smaller wrist, without any joint detail. simple sausage finger hands in simple white gloves
tweedle dee and tweedle dum from disney's alice in wonderland. the outfit is nearly identical to what would later be used in eggman, but with different colours and more detail in shapes. the torso is not perfectly spherical, but has a more complex shape of a bulging stomach poking upwards and a flatter back leading to a bulging bum area; the pants have visible creases on the crotch where they connect to the torso, and on the knees where they bend, and end at the ankles, showing very thin ankles that immediately connect to shoes with a distinct heel and sloping toe area. the collar triangles visibly arch over the shoulders, that connect to arms that have a more clear indication of elbows thanks to the sloping of the shoulder to the elbow and then the curving of the elbow to the wrist, which is wider in the shirt so as to showcase a gap to the wrist and hands, which are ungloved but more relevantly have more detailed fingers that're wider towards the end. their heads are also not simple domes but bulge towards the bottom to indicate the fat of the jowls, with an elaborate face with crease lines from the nose to the mouth, a chin, and more expressive eyes. the colours are different and they also have a bowtie, no buttons on the pants, and hats and no moustache, but those elements don't matter as much in the comparison
another comparison that might help understand the difference. eggman is like 80% lifted from disney's alice, a movie from decades later than the rubberhose era. yet it gets simplified into rubberhose shapes. a US cartoonist would've just used the shapes of the disney design, probably
and you know, that's not necessarily bad! but it's certainly not hitting the same notes, is it? Japan had a different history of cartooning that kept elements of rubberhose more alive and current which primed them to use something like Felix as a base, instead of Bugs Bunny

We just gotta think of the zeitgeist in 1990. Imagine no Ohshima, a US cartoonist instead. Assignment: cool cartoon character for kids, looking like "classic cartoons". Blue like SEGA logo. Small and marketable.

Everyone knows "Sega of America saw Sonic's design, was furious and thought it was shit, screamed they'd get the guy who designed the California Raisins to show these Japanese how to properly design a character" but I don't think we need to go that far for a thought experiment.
American cartooning at that time liked to pull from classic cartoons, yeah, but "classics" meant the 1940s and 1950s. It's what you see on Spielberg's productions, on Spรผmco. Roger Rabbit or Opposites Attract. Not rubberhose, that was the domain of underground comix people.
