We are writing to express concern regarding the $313.4 million contract awarded to Garda World Federal Services LLC (GardaWorld) by the Department of Homeland Security to renovate a commercial warehouse into an immigration detention facility in Surprise, AZ. According to publicly available data on USAspending.gov, the contract was awarded to "procure the renovation of existing, ICE-owned permanent structure in Surprise, AZ to serve as a processing and detention facility and provide all necessary wraparound services for operation of the facility'" This was done without any local input or the slightest concern for the surrounding community.

The decision to convert a warehouse not designed or zoned for human habitation into a large-scale detention facility on an expedited basis raises profound questions about contractor qualifications, concern for human health and safety, and the humane treatment of individuals who will be held there. We are greatly concerned by reporting that GardaWorld, a security contractor, has never been directly contracted to oversee any detention facility but nevertheless has been awarded this significant contract. Furthermore, the contract was awarded through a Department of Defense procurement system, bypassing a normal bidding process that would have ensured community buy-in and necessary due diligence. These facts raise many questions.

4. What DHS or ICE components will have direct oversight responsibility for GardaWorld's performance, and what is the oversight staffing plan for a 1,500-bed operation?

5. Does GardaWorld intend to subcontract any portion of the construction, staffing, medical services, or facility management? If so, were those subcontractors competitively selected, and what visibility does DHS have into subcontractor qualifications and costs?
