"Get Out the Vote" is such a critical part of campaign operations it has its own shorthand acronym - GOTV operations. It is not just part of the candidate's job, a lot of money is raised to facilitate it.
That is kinda the whole point of what campaigns are built to do.
Also seems worth noting that we have moral duties towards humans even when they have lost consciousness. It is not the end-all qualification for a subject of moral duty.
