4. You will need to complete Chapter 3 to get the Floral Gliding outfit. Once you have it, glide to the first island of the Abandoned District to interact with Raggy.

2. A Whimstar Merchant: Stray Hatty is south of the Stylist's Guild. You don't need to purchase a Whimstar to earn the points for this.
