How do you mean, hasn't listed...? Notts TV ran for a decade out of Nottingham Trent University but had to close last year due to funding. NVTV in Belfast also closed last year to focus back on producing programmes. Latest TV in Brighton and KMTV from the University of Kent are still running.
That's a shame. Certain areas - Brighton, Kent, Nottingham, Belfast - have had pretty good independent franchises.
Has Leicester ever got close to setting up a Local TV franchise on Freeview?

My introduction to Indian classical - just before discovering certain Beatles tracks - was a Channel 4 TV show, "Raag Rung", in 1993. Complex tabla rhythms and konnakol vocalisation dazzled me.
Lucky now I can attend the Darbar festival each year. They're trying a midnight concert next time.
