There is legislation in Congress that would create a universal basic income in the United States. The BOOST Act, introduced by Rep. Rashida Tlaib, would give $250/mo. to every working-age American. You're right, it was removed from the House version. A narrowed "duty of care" may be included in the reconciled version if the House passes it.

This is the end result of these backwards and badly thought out laws like COPPA, where the government is actively position the idea of queer expression as harmful for kids, so it can use that and similar laws to erase online queer communities from the internet.
