You're right, it was removed from the House version. A narrowed "duty of care" may be included in the reconciled version if the House passes it.
This is the end result of these backwards and badly thought out laws like COPPA, where the government is actively position the idea of queer expression as harmful for kids, so it can use that and similar laws to erase online queer communities from the internet.
