I have spent five years so far trying to introduce productivity reforms to the UK that have been developed in the US. It is a tough slog. Lots of arguing, very little interest in improvement. Maybe the new Hickson review will help...

Promise more than delivery is absolutely a problem. If UK universities spinouts delivered cash returns, there would be fewer financial issues. We need to do things differently.
Every university can be the basis for a small tech cluster. Almost all uni's have at least one capability. The process for producing companies is known. The challenges are uni interest and seed funding. The bureaucratic intransigence is substantial, sadly.
