Over the past four days, our district has endured an alarming series of incidents: multiple suspicious devices and an attempted act of terrorism outside of Gracie Mansion. This has been an incredibly difficult and unsettling time for our community. New Yorkers deserve to feel safe in their homes and on their streets. WHY: In January, City Council Speaker Menin proposed bill 001-2026, followed by Councilmember Dinowitz's proposed bill 175-2026, which would task the NYPD Commissioner with creating buffer zones blocking protests around places of religious worship and buildings affiliated with educational institutions. The proposals come after Gov. Kathy Hochul included language in the Executive Budget to establish 25-foot buffer zones around religious institutions and healthcare facilities. If passed, the bills would greatly limit the areas available for demonstrations, given the density of places of worship and educational institutions, thereby severely undermining the free speech rights of New Yorkers. Grassroots organizations at the rally are demanding that city and state officials reject proposed buffer zones around healthcare facilities, places of worship, and educational facilities, and take tangible steps to stop the sale of stolen Palestinian land in New York, in violation of state and federal fair housing and civil rights acts and international law.
A coalition of +40 organizations are mobilizing tomorrow morning against proposed legislation in NYC Council to create protest “buffer zones” that activists and legal scholars say will stifle and criminalize protest and seems focused on stopping pro-Palestine demos against illegal land sale events.
