I think it should be slightly rephrased - it's not unreasonable for normies to assume the US would engage in this course without a solution in hand, but also, Goldman Sachs aren't normies.

At some point a national leader will have to make clear that the price of doing this will be for Trump to publicly apologise for his previous remarks and ask nicely on Fox news or somesuch. Humbling him and dominating him is part of how you destroy him as a political threat.
