Imho you are being too charitable, but at a minimum the journal needs to take responsibility for this and, in my view, demonstrate to you the changes they have made to make sure this doesn't happen again.

Submitting scholarly work of any type with falsified citations is fraud and should be treated as such. People should lose their jobs over it.
Journals may not be aware this is taking place but we need to start naming where it happens
