You could try Windows 2000 Datacenter together with PAE to make use of those 16 GB RAM

I've bought used/refurbished drives before with 45k+ hours on the clock, so far I was lucky and they work fine. Though if they failed, the seller I bought from would even provide a 2 year warranty
You can sort of guesstimate the maximum potential runtime before buying a refurbished drive by checking when that drive model was first released.
