Sorry, but I believe you are referring to 'The Americas', which is comprised of 'North America' and 'South America'.

America = USA = US = 'the states' (for many Canadians, at least).

The internet could be used for putting forth issues to vote on, and then we can vote on those issues online, with elected representatives enacting the legislation based on those votes.
