I think you can be at least a little angry at donors. Maybe talented uni advancement people could persuade some donors to contribute to a "raise support staff salaries funds" but many have years of experience suggesting the big checks get written for fancy new athletic/medical/b-school facilities.

I suggested that her behavior was at odds with her pursing a masters degree focused on studying and supporting cities, esp since Vienna has a very affordable student ticket. She didn't see it that way. She and Jen would be great buddies.

My favorite fare stealing story: I was a guest lecturer for an international urban studies program in Vienna, students from all over Europe with free tuition and a stipend. One of the students explained to me that she never paid transit fare, in a city where she was a guest, for....reasons.
