GEO & CoreCivic are used to being told what DHS wants, and accommodating their plans. But this admin doesn't actually seem to know what it wants, so contractors who pitch their own plans have an advantage. 2/3
This story highlights an interesting dynamic that I suspect is part of why GEO Group & CoreCivic haven't been as dominant as expected in the mass detention plans.
