I'm willing to bet that, given how the campaign is running - an airpower, stand-off fires event to attempt strategic effect - that SecDef/POTUS were warned Hormuz would be in play, and that defense would be highly difficult to impossible, and those warnings were ignored.

There's a COA to keep Hormuz open: it costs a shedload in money, ships, personnel, and escalation risk. It isn't, oops we forgot the coats!
