There is also a whole rabbit hole you can go down researching continuity of government. Current plans are obviously highly classified but you can start to get a sense if you look at what has been declassified from the past and what happened during events like 9/11.

However, Offutt is one of the most secure domestic installations in our military for this reason and it’s located in the middle of the country to make it harder to attack.

History lesson: Bush went to Offutt on 9/11 to access USSTRATCOM and the 55th because it was safe and had the intelligence.

Let me caveat, I can’t answer with 100% certainty.

But the E-6 is supplemental to USSTRATCOM which is at Offutt AFB in Omaha, NE. If the plane was shot down, they would roll back to less reliable alternatives.

Now if Offutt and the E-6 were destroyed, who knows the procedures. That’s classified.

The aircraft people should watch more closely in a major escalation is the Boeing E-4B Nightwatch.

The E-4 is essentially a flying command center for the U.S. government. It’s designed to keep leadership connected and in control if ground command infrastructure is destroyed.
