I mean... is that the result of someone in China attempting to say "yes, its ALPHA potentiometers we're cloning. They need to say ALPHA on the bottom" over the phone, and there being a slight misunderstanding?

I think this kind of 'jammed into a big block of aluminum' thing isn't that unusual in germaniums, but i guess thats more about keeping the temperature steady than dissipation
I had some AC128's like that with the transistor casings embedded in massive aluminium heatsinks. Great for fuzz pedals to keep the amount of distortion steady in hot venues.
