International education policies must go beyond neoliberal multiculturalism. We need to challenge racialized narratives about Chinese students, embed global perspectives into race-related curricula, and push for progressive policy addressing structural inequities at global scale.
Inspired by the works of Day and Gerstle, we analyze three critical periods (1949โ1959, 2006โ2017, and 2018โpresent), connecting domestic racial politics, US-China relations, and global higher ed industry to reveal the paradoxical racialization of Chinese students.
