▶️A future Fossil Fuel Treaty could contain provisions requiring countries to phase out fossil fuel subsidies according to roadmaps, also mandating to publishing inventories according to common methodologies - to increase transparency.
❓What do we expect out of Santa Marta?
This conference is a first step on the long road towards a Fossil Fuel Treaty @fossiltreaty.bsky.social
There will be no negotiations in Santa Marta.
We can expect the announcement of a 2nd conference where hopefully a mandate will be given to negotiate.
❌The organisers also make clear what this conference is NOT:
Fossil fuel subsidy reform discussions fall under workstream 2: how to move away from fossil incentives to clean investments.
We will make a submission proposing as a solution fossil fuel subsidy roadmaps.
It was announced at COP30 last year. Only selected countries will be invited, including COFFIS countries @energy.iisd.org
There are three pillars guiding the discussions:
1️⃣Overcoming economic dependence
2️⃣Transforming supply and demand
3️⃣Advancing intl cooperation and climate diplomacy
🎖️Co-hosted by Colombia & the Netherlands in a major coal port, it’s a bold move to break the deadlock at UN climate talks, where fossil fuel phase-out language has been blocked for the past 30 years.
🌍Explaining the Santa Marta conference and what it means for fossil fuel subsidy phase-out
A thread🧵
The Santa Marta Conference (April 28–29) is the world’s first global summit dedicated to phasing out fossil fuels: transitionawayconference.com
Next month, countries will gather in Santa Marta, Colombia for the First International Conference on Transitioning Away from Fossil Fuels—the first in a series of diplomatic conferences focused explicitly on working towards a fossil-free world.

🔎Explore the Conference’s new website and see how governments, civil society and communities can help accelerate a truly global just transition away from fossil fuels: transitionawayconference.com
Climate breakdown, biodiversity loss, economic instability and conflict are deeply connected and fossil fuel dependence sits at the centre of all four.
📣We call on the government to use the momentum of the Santa Marta Conference to announce the release a fossil subsidy inventory by the end of 2026.
Colombia was expected to publish a comprehensive inventory by November 2025.

➡️Stop Fossil Subsidies’ COFFIS Observatory welcomes Colombia’s updated Nationally Determined Contribution, published in December 2025, which contains one of the clearest commitments to fossil fuel subsidy reform seen to date globally.

Looking for extra fiscal space? An inventory of fossil fuel subsidies can help!
Here are 5-steps to get started:
1️⃣Whole of gov't approach
2️⃣Comprehensive scope & definition
3️⃣Appropriate method to measure subsidies
4️⃣Environmental & socio-economic lens
5️⃣Regular updates

Note on country coverage: The United States requested that their data be removed from further reporting on OECD’s support measures for fossil fuels. They have thus been removed from this update, including from all numbers on previous years reported in this document. As such, any comparison with previous updates of the Inventory should take this removal into account.
❗We know that the United States are completely withdrawing from climate action, but it is still surprising to read in the latest OECD Inventory of Support Measures for Fossil Fuels 2025 that the US has asked for their data not to be included.

➡️Our paper sets out a solution: a binding, EU-wide framework with harmonised definitions, mandatory reporting and enforceable phase-out deadlines.
✊It’s time to move fossil fuel subsidy reform from repeated promises to enforceable EU law.
❌Current EU tools aren’t delivering. The Governance Regulation, the European Semester, State aid control and energy taxation all fail to force real phase-out commitments.
🚩Reporting under National Energy and Climate Plans is fragmented. Definitions differ. Enforcement is weak. The result: public money continues to prop up fossil fuels while climate targets slip.
Fossil fuel subsidies by end-date, share of total FFS (%, 2023)
🛢️Fossil fuel subsidies remain a structural failure in EU climate and energy governance. Despite years of promises, over €50bn in subsidies across the EU still have no phase-out date.

🔔We’ve published a new paper with @caneurope.org and @clientearth.bsky.social on a phase-out framework for fossil subsidies, addressed to the @ec.europa.eu ⬇️ in light of the upcoming Governance Regulation revision in Q4 2026.

SCOOP: Carbon Brief has exclusively obtained a list of 84 countries "opposed" to adding a fossil-fuel roadmap to COP30 deal – but our analysis found a series of contradictions & likely errors
For eg 14 on list are also roadmap "supporters"

COP30 BREAKING NEWS
The presidency has just dropped a new package of texts including the "global mutirão" cover, which makes no mention of fossil fuels or roadmaps
Here's my snap analysis (pic)

Breaking: The Canadian government is being sued over its 2025 federal budget, which introduces new fossil fuel subsidies and weakens climate measures.
It's apparently the first case using the International Court of Justice’s climate advisory opinion.

❌🛢️When governments pretend public money is scarce and they cut public services, the continuous waste of huge amounts of public money through fossil fuel subsidies must end sooner than late
COFFIS members should drive forward progress on fossil fuel subsidy phaseout at COP30 by:
1️⃣Strengthening commitments on fossil fuel subsidy phaseout in Mutirao decision
2️⃣Embedding fossil fuel subsidy phaseout in Article 2.1c
3️⃣Ensuring Paris-alignment of flows to deliver on the NCQG
➡️But Finland, Denmark and Luxembourg are yet to even publish an inventory, and Austria, France, Ireland, and Spain are delayed on their commitment to publish national phaseout plans
💬At COFFIS Ministerial @cop30brazil.bsky.social , important to see small steps from some EU member states on fossil fuel subsidy phaseout - with the Netherlands and Belgium going furthest with phase-out plans (NL already out, BE very soon).
