So even if you turn your phone completely off, or even if you actually leave your phone at home: if you still have an AirTag on your keys or in your bag or purse, you're still broadcasting a unique identifier that will likely show up at your house in GIS databases.

And there are national public geolocation databases (that have nothing to do with the government) like wigle.net where you can put in hardware addresses of Wi-Fi and Bluetooth devices and it'll give you all the locations that the hardware address has been seen.
