as for the decline of heroku, it's not just "people started using docker" it's also things like "crypto miners killed the free tier"
and things like "i have an app which is a microservice for another app" needed enterprise features, like vpc

Gahhh, Heroku was such an incredible product, ahead of its time. Serverless & containers wouldn’t be what they are today without it.
It’s a shame that it was never internally prioritized for what it provided, and this horribly worded PR statement is how it all starts to end.
Bring in new leader, have them promise the moon, need to build from scratch, they leave after 9 months claiming victory, rinse and repeat next year. In my time there I think there were 3 (?) attempts at a vNext that completely failed while the core product languished.
