That is to say Copilot tried auto-reviewing a PR I put up within that org, despite the org having auto-review disabled.
It assigned itself as a reviewer, but failed to access the code, and left a comment on the PR.
If the feature is disabled at the org level, Copilot should not be taking any action

An org I'm apart of has a copilot license but has features disabled (Auto review)
I have my own subscription I maintain to copilot with features enabled (Auto review)
My enabled features are overriding the org's disabled feature
