Based on the post from JD Vance sharing this video, the White House considers it to be exculpatory for ICE. It provides some more information, such as the words that were exchanged, but it doesn't indicate whether the officer was struck, something other video analysis indicates likely didn't happen.

Minnesota officials say the feds have blocked them from investigating ICE shooting
The head of the Minnesota Bureau of Criminal Apprehension said Thursday that the U.S. attorneyβs office had barred it from taking part in the investigation.
The BCA's Force Investigations Unit was established after the murder of George Floyd to provide unbiased investigations into uses of force by law enforcement. The BCA says it will be ready to reengage if the FBI changes course again and seeks a transparent joint investigation into the ICE shooting.

Video: Videos Contradict Trump Administration Account of ICE Shooting in Minneapolis
An analysis of footage from three camera angles shows that the motorist was driving away from β not toward β a federal officer when he opened fire.
The NY Times does some of the best video analysis out there. This one is based on videos that have been shared publicly, so there may be additional videos (including one taken by the shooter) that could shed additional light on what happened in Minneapolis. This is disturbing video.

An interesting thread. Law enforcement agencies commonly consider it an assault when a car heads toward them or if a car takes off when an officer has their hand on the door. And the law backs them up and could apply to that first shot in MN. But there were other shots fired...
