Not the first time that english localisation does things weirdly (bosses in Crystal tower are one example)

I do wonder if thats a hold over from pre the Imperial reworking of ranks - bas for civilians/merchant class and cen for aristocrats (the titles are different in the localisations) but it absolutely makes sense if its a year earlier.
(For ex, in Fr, 15 used to be the age of maturity and adulthood)

There is a difference between civilian cars and military ones, with different license colours. There is probably some sort of conscription or draft for garleans, and that year of training certainly includes learning how to drive magitek vehicles (or others to better fit in when spying)

The license used to be very simple (start, go to a certain destination, stop, and know how to kick-start the magitek car). Available at age 16, as that seems to be the age of majority across most of the factions/nations ingame.

Drawing on history so like I hc there used to be a certificate of capacity like in 1893 for FR. A code established like thirty years ago, and actual bureaucracy like FR car categories 15 years prior along with speed limits in and out of the city (+ magitek moto-cops).
