tbf you are in range, the real problem in London at least for me is there are 4 networks (3, Vodafone, VMO2, EE), and each seems to have about 60% coverage in the suburbs and 30% indoors in the central city, so everyone is in range of one, just usually not the one you've subscribed to.

This is the only reasonable argument for 'reasonable' punishment in my eyes.
And people just can't seem to fathom that you can still own a car in about 90% of London, and drive to the supermarket and other places, or that some people wanting to live in 15-minute cities without cars isn't a personal affront to you or your vehicle. Genuinely frustrating to me at this point.
Maybe I have Stockholm syndrome at this point, but I can't imagine living in a car centric city and enjoying it. Everything just sounds like such a pain, and even things like driving to a gym to have a treadmill to actually safely walk on are so baffling to me.
