Working on a large government IT procurements, that has actually delivered, they they choose the lowest bid, from a supplier who are trying to get their foot in the door, rather then a reasonable bid, from the incumbent supplier. No wonder they have a lot of problems

From my early childhood, I followed my dad to football as a referee. The only time I was mad at him was when he refereed one of my games, caus ethe official didn't show and he gave me a yellow card. Tonight, I was mad at the referee and other officials....
