Self-interest. We were a struggling Premier League club a few years ago as were Villa. The more clubs are allowed investment, the more likely lower league clubs lose the Premier League gravy train.
Add in the possibility of clubs like Leeds or the Mackems getting investment and self-interest rules.

Looking like they were teeing a move up for a while. The actual location will determine whether it gains widespread support
