Also if you're hiring an artist to hit your visual target that's one thing, and if you're hiring them for their art style you can't then be overly fussy if they give you something that's their take on the subject, but not to your tastes
I wanted to be able to give direction that felt fair to the artist and their work, and leave room for pushback if they disagreed. I feel like it helped when I gave the reason for my revision (eg the values are too light, the character gets lost against the background.)
When I was art directing I tried to break it down into the subjective and objective. Which parts would concretely make for a better piece, and which were driven by my own personal preference?

I think much of it is companies turning to AI or expecting higher sales than genuinely likely, some of it is post-Covid customer drop off, but the majority of it is just the result of greed.
In my experience with art-based industries as soon as you can divest your product from bespoke creative labour you'll save money (see corbis/getty putting illustrators out of work in the 00s).

I hope they go on to do quietly great things, and find creative happiness in whatever medium they choose to work in, and I hope the people that make these ghoulish calls don't.
It's been brutal to see so many of my favourite devs get unceremoniously shown the door in the last year. These were people that defined so many of the story beats, characters and visuals of the last decade and suddenly their work is no longer good enough to hit some arbitrary publisher number.
