Almost gave up on this but then I tried one more thing: changing the refresh rate from 144Hz to 120Hz. And you know what, it appears to be working! I've crawled through some of the darkest dungeons in D2R and haven't seen any flicker. Hooray!

The problem here is that CRU is fucking ancient and has an insane list of caveats. Like apparently if you have an NVIDIA card and multiple displays then editing the EDID will cause Windows to hang at boot. So yeah, no thanks. www.monitortests.com/forum/Thread...

Alright this didn't work, the issue is worse in darker scenes and it your frame rate isn't 100% stable then you'll see flicker. Reading online, apparently if you use an EDID editor like CRU to reduce your refresh rate range (e.g. instead of 40Hz-144Hz you do 90Hz-144Hz) it can resolve the issue.

OK actually easy fix to this: cap my frame rate to 60fps in-game. Then I just lower settings enough to ensure that it doesn't dip below that. Much easier for my PC to do that 144fps.
