Depending on how long the event is, you may need Level 3 as well. And a lot of demand response. Imagine 50k EV's going to a football game in Lincoln, NE. Many travelling 200 miles or more to get there. That is a huge load on city infrastructure at one time.
Level 3 is mostly only needed for road trips. And like you said, destination level 2 at motels.
In very urban areas, it'd be nice for apartment owners to put in level 2/1, but it probably wouldn't hurt to have level 1 or 2 at lots of other parking places as well. Very fast Level 2 chargers should be placed where *visitors* from long distances travel. Like sporting events or music festivals.

Lots of other choices. Mistral, Lumo are two that I started using. Both European and have stricter privacy standards and probably use servers that have less carbon footprint.
