I know what you mean! I wrote something similar in JS two years ago for processing image files for a handheld emulation console; discovering that using true bilinear filtering when downscaling images wasn't really what graphics apps did... that was a real rabbit hole!

Something else worth mentioning; if your CPU is of the same vintage as your GPU, then upgrading your GPU alone might not give you all the performance you expect - old CPUs can bottle-neck new GPUs. Upgrading your CPU may also require upgrading your motherboard as well (depending on your socket type)
