I have my pet letters for line 2. Sometimes they come up well. Line 3 is usually the most ordinary sounding word that fits.

What if we appointed our own “envoys” outside of the political structure. Envoy for actual cohesion/antiracism. First Nations treaty. Envoy to explain the climate catastrophe situation and who’s doing what. Envoy on housing ditto. Corruption etc. Experts who are good at comms, paid by us directly.
