Ok, but who decides a launch is a nuclear weapon? If it is, then how is this decision made in the very short period while in boost phase (~300 seconds)? Consequences of launching this defense in error? Could one outcome of that be to trigger retaliation? Could decoy launches exhaust available ammo?
