We went to Cuba for the first time in 2005 & took a trip from Varadero to Havana. On the ride back I had a great chat with the tour guide and it was obvious how much Cubans valued their independence, first from Spain and then from the US.

I never said the penalties were effective, did I? I was using them to point out that the provinces were ignoring the "explicit indicators" for the transfer payments that you touted as a way to ensure that federal funding is used properly.

Perspective is funny. I lived just outside of Ottawa, Ontario at the time and don't remember that storm specifically. When I looked at the historical weather for the day, there certainly was a good storm, but it wasn't much different than most other storms we got in a typical winter. I was 12 then.
