I was just playing w/ animating the uv coords to get this fx. I'll put the nodes below..
This is 1 way to create curves from an image. The image is basically converted to b/w. I also scaled the height of the curves, which you can't tell from this pic, but black is 0 height, white is max height of Z. So you can make 2d into 3d.

You are absolutely correct. Just this second I found my mistake with your setup. I put the geo from the dup elements into the sample idx instead of from mesh to points. My bad. It does indeed iterate properly. Sorry about that.
