yep that's it, they were trying to implement them like YouTube's AI dub feature
Sentai has all distribution rights for NGNL Zero in the Americas, including theatrical, home video, streaming and TV. The Amazon listing has their name and their subtitles burned-in on screen.
At the very least I can't see Sentai actually thinking "yeah, we'll approve a redub of NGNL Zero with hardsubs".
There's no curation of which titles get the AI dub or not, it's being applied gradually in content categories. Some AI K-drama dubs were already pulled, likely due to licensor requests
This AI dub function also seems to be painted as an accessibility feature, which may be their excuse to do anything without asking anyone
I really, really doubt that the licensors just approved Amazon dubbing over without a music and effects track. The voice data in Spanish was obtained without the permission of the actors too (they used existing content), and some of the choices for dubbing are pretty absurd (hardsubbed NGNL Zero?)
It's Amazon-made. There's some reason to believe TransPerfect may be involved, considering the precedent with the stolen voice data in LA Spanish AI dubs.
Amazon is rolling this out similarly as YT's AI dubs, pubs with AI-dubbed content include Remow, Sentai, Aniplex, Fuji, Sato (Latam), etc
I don't think Amazon requested any approval from anyone. Their previous AI LA Spanish anime dub offerings included titles from local publishers where stuff such as publisher logos are being dubbed, and if there's separate listings for sub and dub, sub gets an AI dub.
If they were actually using CCC to convert subs from .ass to .ass (?!), they really fell off. But it's true that there's not much to expect from CR right now, considering that they took like a week to notice they were using the wrong font variant on the 'converted' subs

They're not using Aegisub again for all shows yet. Most scripts made with the new software and converted to .ass had all styles set to font "Trebuchet", and CR's player just defaulted to Arial since the variant of the font embedded on their website and apps is "Trebuchet MS", they just fixed that

Most CR titles on Netflix/Amazon do have adaptations of the on-screen text subtitle tracks. The few shows (Jujutsu Kaisen, AoT, Blood Blockade Battlefront) that actually have burned-in 'forced narrative' subs on Latin American TV use the same monospaced font as CR's CCC-converted subs since mid-2021
I love how Sony Pictures sells CR shows internationally without any kind of on-screen text translations. TV broadcasters get completely clean masters with the Sony logo plastered at the end, even Funimation had the decency of including signs&songs hardsubbed
