so REF vote share is only likely to increase with additional tactical votes (from tories etc), whereas GRN and LAB vote shares could fluctuuate within that grey range depending which party the left wing tactical votes break for

the tactical vote range indicates a degree of potential tactical voting to/from other parties. There's not another right-wing party with a chance, so REF voters aren't likely to tactically vote for someone else, whereas GRN and LAB voters could tactically vote for each other
