I’ve said many times that Putin had everything in front of him and he made the wrong choices/decisions. He had the opportunity to have Russia join the civilized world and integrate like Singapore, South Korea and Poland, they all did at the same time on the world stage.

It depends upon the proximity and the logistics involved with the actual oil refineries. In some cases it’s easier to ship it overseas than to try to transport it to local refineries.
