I'm not really in the weeds of higher ed funding so don't have a view on this. But since it's "a funding model similar to one Illinois created for its K-12 schools" I'll reiterate that the K12 funding model is not nearly as scientific as it purports to be, and has some very questionable elements.

Anecdotally, I'm seeing more cracks widening in the Science of Reading Discourse in and around schools and school policy. "It's so much more than phonics" is true in some sense though also loose enough to let quite a wide range of things seep in.
