Our 2025 Resolution asks DSA’s highest body to sustain existing campaigns prioritized by chapters, because our chapters are the beating heart of DSA’s democracy. The amendment proposes no plan, strategy, or democratic structure for continuing this work with our chapters.
Our report details the 100s of hours GNDCC has put into outreach to chapters, training leaders in skills and strategy analysis, building chapter capacities, and coordinating multiple chapters together through skills- and experience-sharing + troubleshooting.

This would unwisely retrace DSA’s steps at a pivotal moment in this country, a moment when DSA should be doubling down on mass campaigns and the structures that have succeeded at building them: GNDCC and our chapters across the country!
The 2025 amendment to GNDCCs CR03 cancels GNDCC, creates a new Ecosoc WG, for which it provides no democratic (or other) structure, and yet commits it to continuing the work GNDCC is already doing, without any strategy for how that will happen.
Contrary to the amendment's inaccurate statement, BPRA is a major climate success and continues to show how DSA's climate strategy, and B4P, organizes for the kinds of improvements that will build more power to win even bigger in the future.

Our Report recounts why, in 2023, due to the closing of federal pathways, DSA passed B4P as a national priority to turn our organizing to local campaigns. That year DSA climate organizers in NY passed the ground-breaking NY Build Public Renewables Act, confirming the local pivot.
GNDCC then organized a national GND summit with over 60 DSA chapters, and national campaigns for the PRO Act and GND for Public Schools. DSA's 2021 Convention adopted the GND priority and merged the Ecosoc WG into GNDCC to concentrate our forces.
DSA's 2019 Convention adopted the Green New Deal, interpreted in the Ecosocialist Principles as the revolutionary transformation of our social order, as a terrain of struggle. It also created GNDCC to carry out class-struggle campaigns under rigorous strategic analysis.
DSA’s climate organizing started in 2017 with launch of the Ecosoc. Working Group at Convention. In the next 2 years, EWG steering and a membership the size of a medium chapter, concluded that mass, federal campaigning was needed to meet the scale and speed of the climate crisis.
GNDCC does comprehensive organizing on climate, but also on uniting labor and the left around a vision of public ownership, and develops chapter party structures across the country. B4P pilots many things DSA members want national to do more of!

“I’m running for mayor to make the city more affordable and to take on the existential crisis of our time — climate change,” Mamdani said during a March candidate forum on climate. One of Mamdani’s signature legislative priorities — although he wasn’t the prime sponsor of the bill — was pushing for the New York Power Authority to build out new renewable generation. He’s one of only two lawmakers who actively participated in Con Edison’s last rate case and recently slammed the utility for seeking another bill hike. Mamdani also opposed a new gas plant in his district that was blocked by Gov. Kathy Hochul and sponsored an unsuccessful measure to ban new fossil fuel power plants.
“At a time when we’re certainly seeing Republicans, but even some Democrats, backing away from climate change and a kind of Green New Deal style politics, this is a huge rebuke to that,” said Daniel Goulden, the strategy co-chair of the New York City Democratic Socialists of America’s Ecosocialist Working Group. “Our horizons have expanded exponentially — and I’m really excited for the future for the first time, maybe, in my entire life,” they said. Mamdani’s most detailed clean energy proposal on the campaign trail was to renovate and decarbonize 500 schools, transform 500 schoolyards into green spaces, and create 50 resilience hubs at schools.
