I briefly worked in risk management and Travelers was one of the providers we worked with a lot. I feel like you can probably have a custom policy written more easily if you go to a company that isn't just writing stock policies for Sam and Sally who-who and their Nissan Altima.

It's been a while since I set up the (non-classic) policy for my ND but have you tried a company like Travelers? They might be able to write an unusual policy like what you're looking for. I have my Miata basically insured with them as a recreational vehicle with a mileage limit, etc.

I find that trying to use stats to convey the gravity of the crisis to average, normal folks rarely has the impact it needs to have because I usually have to explain what the stats mean and how to interpret them first. I give deaths in "Boeing 737s per X days" which is 2 planes crashing every 5 days

I specifically changed my coverage to reflect the mileage i drive, which is similar to you. I drive from Sacramento to Chico and back a few times a year to visit family and occasionally drive over the mountains to Napa & Sonoma to clear my head and...that's it. It's literally a recreational vehicle.

If you're planning on basically storing your car, i think it might be a good idea to put fuel stabilizer in the tank. Also make sure you move it enough once a month so that the tires don't flat-spot

Set myself up living downtown with a bicycle so that I don't need my car for anything other than going out of town to visit family and even that I can take a bus for if I remember to bring/take Dramamine first. It's just really fucked that not needing a car is considered a luxury in most of the USA.
