Data Sharing: It requires better coordination between the FAA and the Department of Defense to share aviation safety data and identify risky airspace designs where fixed-wing and rotorcraft traffic fly in close proximity.
Eliminating Military Loopholes: The act removes existing exemptions that allowed the U.S. Army Black Hawk helicopter involved in the crash to operate in civil airspace without broadcasting its location via ADS-B Out.
More Warning Time: NTSB found that if both aircraft had been properly equipped & transmitting--airline pilots would have gotten a warning 59 seconds before impact rather than just 19 & helicopter crew would have received a 48-second warning instead of none at all.
Mandatory ADS-B In: The bill mandates that all aircraft—including military and regional planes—be equipped with ADS-B In (to receive location data from others) when flying in congested airspace.

The ROTOR Act addresses the specific technological and systemic failures that led to the DCA tragedy
Eighteen. That’s the number of times NTSB warned FAA that aircraft should be equipped with ADS B-In location tech. ROTOR Act requires it. With ADS-B In, pilots will know what’s around them earlier to help prevent collisions in the air and on the ground.

The ROTOR Act closes critical safety gaps identified by the NTSB to improve safety now. The House can pass it this week. The Families of Flight 5342 and the flying public deserve action.
