That was his buddy-pal Tim Kaine so that Mark could vote 'no' since Mark is up for reelection. Tim at the time also made vague mention that "other senators wanted to vote yes" almost certainly meaning Mark.
When did Mark commit to that? I will admit I don't watch all of his car ride ramblings, but so far he seems hellbent on giving into Trump while complaining to us about it.
