Tried to use it in Epcot and they said they could see it had a balance, but couldn’t use it for a transaction. Guest relations had me send an email but I have yet to hear back.

I don’t have a specific app to recommend, but look for something that supports the ParakeetV3 model. It should run OK on most modern PCs and then you don’t have to upload your stuff to the cloud or anything.
