I think this story is a really good example for people to look at when it comes to understanding bias at NYT. It's not that the reporter, Dana Rubinstein, says anything outright false. But the framing, word choices, etc., add up to an unprofessional and biased account.
I bet that a shallow tunnel with utilities under the roadbed above becomes a nightmare of corporate logistics.

I've noted something during my walk around my city today. I normally ride my bicycle but seldom drive. I noticed way more stuff whilst moving at human speed. We miss so much when we drive!
Fuel has jumped 10p a litre here and is currently £1.36. Its still to cheap as people are driving everywhere, idling and wasting fuel.
Adding 2p as increased fuel duty won't make a blind bit of difference to them.
