Jason Garcia for MPRB District 4

@jason4parks

I’m excited to represent District 4 and work on equity and park access; honor the history of our parks in District 4; and develop new ways for people to enjoy nature in the city of Minneapolis. They/them. Campaign account only.

It's beyond offensive.

An arm of the federal government - ICE - created fear in our communities. As a state government, we should step up to help in ways that we can. The MNLeg cannot stop ICE, but we can and should pass increased rental assistance to help people stay in their homes.

Renters across Minneapolis lose out on safety net, Mayor Frey Vetos Pause Evctions, Save Lives
I'm deeply disappointed in Mayor Frey's decision to veto the Pause Evictions, Save Lives ordinance. This is the wrong call.
Because of the Operation Metro surge, people and families had no choice but to shelter in place. As a result they have fallen behind on rent. From neighborhood mutual aid groups and residents directly impacted, we have heard the same thing again and again: people simply need more time to catch up.
Right now our city is facing crises on multiple fronts, including the very real threat of a wave of evictions unlike anything we have seen before.
Unprecedented times call for solutions that meet the moment. Pausing evictions was one such solution, one that could have helped keep people safely housed while they get back on their feet.
This could have been a moment for all of us to step up together. Instead, working people and low-income residents are bearing the burden of this decision. That is wrong and will only deepen disparities working and poor people face.
I will be voting to override the veto, and I hope my colleagues will join me.
While the Mayor has proposed an additional $1 million in rental assistance, without a pause on evictions that amount is simply not enough. These policy tools must work hand in hand. I am also concerned that this funding would come from the Affordable Housing Trust Fund, an essential resource our city relies on to reduce homelessness and expand access to housing.
As council members, we will continue to explore every option available to us. We will not back down from standing up for residents who are struggling the most right now.

Council Member Jason Chavez's Statement on
Mayor Frey’s Veto of Pause Evictions, Save Lives

Dear neighbor,

I am disappointed that Mayor Jacob Frey vetoed the Pause Evictions, Save Lives Ordinance. This policy would have temporarily given residents 60 days before an eviction is filed for the non-payment of rent. This is an anti-displacement measure, would help prevent evictions, give residents more time to pay rent, and would keep families together amid the occupation of our city by the federal government.

There’s been months of work and millions of dollars raised by thousands of our residents to help keep people in their homes. Minneapolis residents have been heroes and their tenacity has kept people safe and in stable housing. Unfortunately, Mayor Frey’s veto will lead to the mass displacement of our neighbors. This veto is a slap in the face of our immigrant neighbors who have been demonized and forced back into the shadows and the community who has spent months fundraising to keep families together.

The cameras may have left Minneapolis, but the majority of this city believes in supporting our immigrant neighbors. The data is clear, and we need solutions to address this crisis. Unfortunately, due to Operation Metro Surge, Minneapolis has:

* At least $203.1 million in impact to Minneapolis in one month alone.
* An additional 76,200 people citywide may be experiencing food insecurity as a result  and there's an estimated $9.75 million in additional monthly food assistance costs.
* At least $15.7 million in rent assistance is needed each month for households impacted to be able to pay rent. This estimated cost likely underestimates the need.
* $47 million monthly estimate in lost wages.

Pause Evictions, Saves Lives is a strong tool meant to prevent eviction, displacement, and unsheltered homelessness due to Operation Metro Surge. It is always more humane and cost-effective to prevent eviction than to try and re-house families who have been evicted. Mayor Fr…

If Mayor Frey acted on his promise to “end homelessness in 5 years” when he was first elected, these orgs maybe would have adequate resources to speak positively on “Pause evictions, save lives”.

The mayor’s inaction has ripple effects, and we know where his allegiance lies.

For the record, as much as I love outside the box ideas, I would never support this. It is not MPRB’s policy to give away city resources, that were acquired for the public good, to other park systems. The Chain of Lakes is the backbone of our regional park system, and they are staying with MPRB.

When ICE's presence threatened our school communities, Christin organized to keep students safe.

MPRB has an officer stationed at the Fred Wells Tennis Facility daily to make sure the parking lot is being secured for park use only. They are not engaged at the Whipple Building.

Additionally, that photo was from earlier in the week.

(1/3) @humanrightsfirst.org 's ICE Flight Monitor report reveals unprecedented numbers of deportation and domestic transfer flights over the 1st year of Trump’s 2nd term, with Jan 2026 showing the continued escalation of the Trump admin’s cruel and lawless deportation campaign.

Also, @parksandpower.bsky.social held a rally before our meeting at Park Board HQ. I appreciate the community members who showed up and shared their concerns about ICE in our parks & keeping our community and workers safe. I’m dedicated to working with people to keep the parks safe and open spaces.

In committees, we had presentations on topics like the 8th Ave Streamscape Plan, LCCMR funding grants, & leaves available to MPRB employees.

Also, our legal counsel suggested the end of Operation Metro Surge may be defined as “whenever Trump is out of office,” an important consideration for us all.

Finally, passing a resolution directing the superintendent to suspend initiation of any evictions of tenants at MPRB rental properties, which was brought forth by my colleague @amberforparks.bsky.social! While there is currently no risk of eviction for tenants, it’s great to have this in place.

Some other items that passed:
*resolution directing the superintendent to conduct an RFP for board legal counsel
*resolution for comparative study of internal vs external legal counsel.

Thank you to @kayforparks.bsky.social for helping with the resolutions and helping them move forward!

I’m personally very excited for the splash pad at Elliot Park! This has been a project the community has been behind & will serve a wonderful neighborhood with limited access to parks in the city. As we see the effects of climate change, water feature will be important to help in the summer heat.

We approved several construction contracts. Some highlights:
*approving almost $2m to implement a skate park at Folwell Park
*awarding a $500k contract for work at the Spark’d Studio project at Phillips Community Center
*in District 4, authorizing $400k for a new splash pad at Elliot Park!

The reason the federal government had to kill the people, withhold the evidence, and light your constitutional rights on fire is to inflict endless misery on people we should all recognize as like our own mothers and grandmothers.

We’re still seeing ICE going in and out of the Whipple building. As long as they’re still here working to separate families, we need to make sure people are out patrolling & keeping watch.

We don’t accept their behavior happening here or anywhere else which is why all of DHS needs to be dismantled
