Collection implies curation and maintenance. So you might have a box of emergency candles, which is not a collection because it isn't curated. You might have an assortment of candles in various stages of depletion, which is not a collection because it is in the process of being consumed.
"what constitutes a shoe collection" is a complicated and difficult question that gets into the "heap paradox"
I think a collection is more than you can carry on your person without a special carrying or storage apparatus
